He was born June 15, 1931, in Green City, Missouri to Matthew and Daisy Webb. He married Joann (DeVolder) Webb on September 24, 1952, at Sacred Heart church in Moline. He was a faithful member of the Moline Church of Christ.

Harley Webb proudly served his country for 2 years as a sergeant in the Korean War. He was an elder at different times in the church but always was considered by many a loving shepherd by his family and friends in the truest sense of the word. He simply loved people like Jesus and looked out for the interests of others more than the interests of himself.

He worked for over 30 years at John Deere as a machinist. He was highly respected by his coworkers for his attitude and work ethic. He loved all children (and they loved him!) and enjoyed sharing the candy he filled his pockets with before church. He was a teacher, mentor, comforter, example and model to imitate, for all those blessed enough to be a part of his life. He didn't know a stranger. His children recall his frequent stops along the road as he interrupted his plans to help someone stranded with their car. His neighbors could always count on a helping hand with their yard, house or auto, or if they just needed to talk. He was a lover of people and especially valued a circle of very close friends, many of whom he suffered the loss of along the way having outlived them. As a child who was raised on a farm, he continued fishing and hunting throughout his life. Times with his sons were well spent around country ponds and rivers. He was an avid student of the Bible. A regular teacher at his church. His children recall regularly seeing him deep in study late at night. Harley enjoyed his large backyard garden and spent many hours nurturing his produce just to give most of it away to friends and even strangers. He learned to golf later in life and to no one's surprise became quite good at it. His many grandchildren and great-grandchildren adored their "Poppy". He might even pull a prank call on April 1st to brighten their day! Frequent talks about how much they loved and admired him would only bring a slight grin as he humbly blushed at the praise.

He was preceded in death by his mother Daisy, father Matthew, and his wife Joann Webb.

He is survived by his children: daughter Debi (Wes) Tibbs, sons Duane (Marty) Webb, & Darrell (Debbie) Webb. He is also survived by 10 grandchildren: Sarah, Jenny, Justin, Christa, Michael, Garrett, Amanda, Brandon, Conner and Jordan and 18 great grandchildren.
