Rocky was born October 19, 1960 in Chicago, IL, the son of Joseph and Margaret "Peggy" Swan Hayes. He married Margaret "Marge" Uhrin on November 2, 1994 in Rock Island County.
Rocky was currently employed as a painter by K & C Painting.
